Iowa movie industry receives a boost from tax credits

Posted on August 31st, 2009 No Comments

The Iowa business entertainment industry has received a boost from a two-year-old tax incentive. The incentive adopted in 2007 gives tax breaks to film projects.

Because of the incentive, more than 20 film projects in Iowa have benefited from $32 million in tax credits. Although the tax credit translates into a loss in direct tax revenue, the additional business has generated a net surplus of $810,000 for state revenue, according to a state economic analysis.

Other economists suggest that the tax credits have not only led to a net surplus in overall tax revenue but also have boosted total gross domestic product and employment figures.

Iowa hospital pays $4.5 million to settle fraud case

Posted on August 26th, 2009 2 Comments

The Covenant Medical Center in Waterloo paid $4.5 million to settle a case that alleged it improperly used money from Medicare. The case claimed that the Iowa hospital used the money to bribe five doctors to refer patients to the hospital.

The case was brought by the U.S. Justice Department, which argued that the five doctors, because of their above-market incomes, were disqualified from receiving medicare funds. Although Covenant never admitted to the charges, the payment indicates that the hospital recognized some wrongdoing.

Judge dismisses one suit, allows another against AIG

Posted on August 24th, 2009 No Comments

A federal judge dismissed a lawsuit against American International Group Inc., which alleged that AIG committed fraud against 600 workers' compensation insurance companies. The 600 companies were represented by the National Council on Compensation Insurance Inc.

The judge told the NCCI that the insurance companies lacked standing to sue AIG. However, the same judge allowed a lawsuit filed by Safeco Insurance Co. of America to move forward and reassigned it to Gettleman. The hearing for the Safeco case will occur Sept. 4.

Both lawsuits allege that AIG defrauded the companies by providing false information about workers' compensation benefits.

Iowa economy shows signs of improvement

Posted on August 17th, 2009 No Comments

As more and more Iowans worry about job security and their incomes in the hurting economy, Iowa Governor Chet Culver tried to cheer them up in a speech over the weekend.

After meeting with his economic advisers, Culver said economic indicators show that the Iowan economy is starting to improve, asking Iowans not to dwell on "doom and gloom" forecasts.

Economists project that personal income in Iowa will drop 1 percent this year. However, they were also optimistic, predicting a 1.2 percent growth in 2010.

Despite the good news about personal income growth next year, economists predict that employment will continue to fall into 2010. The falling employment is not surprising, given that employment is a lagging indicator. This means that during economic recoveries employment typically rises much later than actual economic growth because companies are not as willing to hire employees until they see confident signs of continued economic  improvement.

Iowa hog farmers set back by swine flu fear

Posted on August 11th, 2009 1 Comment

As fears of H1N1 spread throughout the country, some hog farmers in Iowa are suffering the consequences. Some farmers with hog production contracts have been notified by integrators that they cannot fulfill their part in the contracts.

Using "force majeure" provisions, integrators are backing out of contracts. Force majeure is a contractual clause that allows one party to get out of his obligation under certain extraordinary cricumstances like war or crime.

Some regulators have claimed that these integrators cannot terminate the contracts with a force majeure provision because the clause does not apply to the swine flu case. The Iowa Supreme Court previously ruled that force majeure provisions cannot be used in cases that involve the normal risks associated with business.

QuickTrip agrees to pay almost $750,000 in overtime back wages

Posted on August 4th, 2009 No Comments

After months of investigation by the U.S. Department of Labor, QuickTrip Corp. agreed to pay nearly $750,000 in overtime back wages. The payments will go to 3,819 current and former convenience store employees in nine states, including Iowa.

The investigation found that QuickTrip did not pay additional overtime performance-related bonuses, an act that violated the Fair Labor Standards Act. A QuickTrip spokesperson said that the payment failure was due to a computer glitch that overpaid some employees and underpaid others.
